Required under Florida Statute 713.13 for any building permit with a job value over $5,000, the Notice of Commencement is recorded at the county courthouse and must be on file before the first inspection. The NOC identifies the property, owner, contractor, lender, and surety, and triggers the statutory notice timelines that protect property owners from contractor liens. Without a recorded NOC, county inspectors typically will not start work. The contractor handles the filing.
